The Decoy balloon is for mainly to fool the enemy of numbers of ships when Minovsky Particles are present. They are very cheap to make and easy to add to all types of Federation ships. Even through its made of plastic to afar they can not be told if its a real ship or not. You must get into very close range to tell if its fake or not. When this idea was made it was thought that by the time the enemy got near enough that they would be shot down before returning to report.
